Whereas many short-term goals to maintain bears and biodiversity target biological concerns and use preservationist strategies, long-term maintenance depends on improving human welfare and development. The focus of this paper is to provide ways to resolve conflicts between short- and long-term goals and to improve the delivery of inputs to human and wildlife targets in developing countries. The entire world community has a stake and responsibility in the outcome of bear conservation. The importance of bears to the progression from permanent agriculture to regional development, and to national, and international security is discussed.
